That patent looks very similar to the linear vector quantization based compression code I wrote years back in 2004. The tiling is being used in many 2D games in the DOS era. (refer Action Arcade Adventure Set, specially the ripper program). His patent looks like it won't stand up against the old innovations already done. If that guy came up against me, I'd probably fight him anyway.
