I know we’re not supposed to attribute to malice that which can adequately be explained by stupidity, but I reckon the reason the ISPs didn’t like the ACP is because an internet connected public is a public more able to lift itself out of poverty and find jobs other than the minimum wage offerings in call centers or serving fast food to the people working in them.
