SpaceX has been busy launching direct-to-cell-enabled satellites into the Starlink constellation, and the deal with Kyivstar is not its first rodeo regarding direct-to-cell services.

Earlier in 2024, Starlink was given temporary authorization by the US Federal Communications Commission (FCC) to operate direct-to-cell satellite-based phone services in areas hit by Hurricane Helene. It was granted authorization for further services in the US on the condition that it won't cause harmful interference.

In 2022, T-Mobile US and SpaceX announced plans to use suitably equipped Starlink satellites for cellphone coverage in remote areas of the US. In December 2024, One New Zealand launched a direct-to-cell messaging service for eligible customers.

Starlink connectivity has proven to be a valuable asset for Ukraine during the conflict with Russia. According to Kyivstar's parent company, VEON, "the service will make Ukraine one of the first countries to have the game-changing Starlink direct-to-cell service, enhancing the resilience of the country’s connectivity landscape."
