Welcome back to Techne! Something I just learned: The Susquehanna River, which drains a large part of eastern Pennsylvania and parts of New York and Maryland, is one of the oldest rivers in the world. It was formed 320 million to 340 million years ago, making it older than the Appalachian mountains through which it flows. 

As president, Bill Clinton had failures, both personal and professional, but one thing he got right during his time in office was the Framework for Global Electronic Commerce. Released in July 1997, the framework served as both a statement and guidance for internet policy in those early days of the technology.

Many businesses and consumers are wary of conducting extensive business electronically, however, because the Internet lacks a predictable legal environment governing transactions and because they are concerned that governments will impose regulations and taxes that will stifle Internet commerce.

And so the Clinton administration developed the framework to foster “increased business and consumer confidence in the use of electronic networks for commerce.” Ira Magaziner, who formerly led the administration’s disastrous health care initiative, spearheaded the effort, which presented five principles based on the administration’s “consultation with industry, consumers groups, and the Internet community.”
