To make this local_enrollment_tokens project be the best it can be, we must document it sufficiently (usage, testing, development) rather than saying "go read Moodle docs" because often Moodle docs don't really exist.

@fulldecent Could you please provide more details on whether this issue is relevant to the local plugin template development or relates to ideas from other plugin developments? Also, has enough information been provided by experts on the forum, or should I investigate further?

This template/High Five repo adds new features. Each time, hopefully they are just one line of code, like confetti. But in addition to that line of code, we also want to explain/defend that our approach is correct. This is done by adding a note into README.md or another appropriate place.
